Sup chaps. Basically, I want to turn an image into a highly pixellated version of itself so I have a ready-made design to use in minecraft. Are there any free image manipulation programs that I can use to do this? I need to be able to choose the amount of pixels - or blocks - of the dimensions (at least roughly).
As you may be able to tell, I have zero experience with any kind of image editing so bear that in mind!

well, here's a photoshop tutorial for pixelating an image. I'd take whatever software package you use, and do "XXX pixelate image" on google where XXX is your package.
