Mod in region

I was wondering, is there a way to make someone a mod in only a region, where a ban prevents them from entering the region, and they can do mod stuff in the region, but still have a dark blue/green name and no additional say elsewhere? Just wondering, because it would be useful in some ways.

You do know that "mod stuff" is protections, vanish, and tp/summon.. right?
