Okay, SO, It's looking up for me in this, I will most likely be the mayor of a new city called GhastVille...... this is how the city will work.

-----THE BIOME-----
I'm getting RBOS (hopefully) to make a nether biome for the city......
The things changed in the biome are.....

Grass/Dirt/Stone = Netherstone.
Sand = Legion Block *AKA slow-sand AKA that annoying stuff*
Trees = Gravel
Ores = Sulfur

------THE COMMUNITY------
The City will have ranks.....


Overlord - Mayor
Mid-Boss - second in command
Vassals - proven well citizens
Prinnies - average citizens prinny
Sell Swords - people who bought lots, but don't live there

It's a 300x300 area of "nether" made by converting blocks. Not ideal but hey, it's a start.

planning on expanding now that the mountainville hype has died.. .also i just added mountainville to the Google dictionary :p
