What's $n$3 grass?

$n is a carriage return, $3 is the colour code.

What will be the frequency these tips will be displayed? If it's 30 seconds or a minute, spam will accumulate rapidly (I've seen this in another server; GRRRR was the only plausible reaction). Perhaps 2 minutes minimum will suffice?

How about 5?

I was thinking about a tip every ten minutes, so you don't have your complete chat filled with tips when it is silent on the server.
