Query: Connection Refused

After going afk for a few minutes, I return to the Connection Lost page on Minecraft. After trying to relog, I get a connection refused. Am I banned or something? Please reply with suggestions on what's happening? (Restarting Minecraft does not remove this)

It seems that the Server was going down... and yust a few seconds after i logged in

Thank you for your help Mokota, I felt like it wasn't a normal server-down, since it said "Refused" rather than a kinder word, like "Lost"
