I don't know how to make them but you can go to this site: http://www.minecraftskins.com/ and just download a skin.
Some people like to watch the world burn, I'm one of those people.

how to make a skin:
step 1: open paint/GIMP/PS/ what ever the hell you use
step 2: DL this- https://www.minecraft.net/img/char.png
step 3: move it to image editting thing you use
step 4: SCRIBBLE SHIT
step 5: save it
step 6: behold the glory or your scribbles and upload here- https://www.minecraft.net/skin/
step 7: Wank then play minecraft
