There's a griefer named Tomato3456 on the server, should he be banned?

List of what he has done:
Cheated on Minecraft games
Went on a griefing rampage
Robbed people
Flooded tons of places
Destroyed a small unprotected town
Griefed tons of things near spawn

He also has built a house made of... water and wood.

Sounds like a ringer. Why even ask? As a mod you have discretion, it sounds like you've got him dead to rights.
